On 24th May 2022, the Permanent Secretary of the Ministry of Lands  Opio Henry Ogenyi wrote a crystal clear letter to the CEO of Buganda Land Board in regards to the overlaps between Kyadondo Block 273, Plot 38 (Mailo Title) and Kyadondo Block 273, Plots (23974, 23975, 23976 and 23977).

In his letter, the Permanent Secretary indicated that from their analysis that plots 23974, 23975,23976 & 23977 overlap with plot 38 all in block 273. A clear recommendation was stipulated in the letter that there is need to carry out a boundary opening exercise on plot 23974, 23975, 23976 & 23977 in relation to plot 38 all on Kyadondo Block 273.

Unfortunately, the people running the social media pages of Kingdoms’ renown media platforms have continued to make posts that give false information as regards the letter from Ministry of Lands Permanent Secretary Opio Henry Ogenyi. The same media pages have gone ahead to carry out a blackmail campaign against Kampala Businessman Hamis Kiggundu with misleading information that undermines the moral values of the Kingdom’s institutions.

It is also important for the public to note that following a meeting that was held at the Ministry of Lands offices on 2nd June 2022, it was resolved that a final symposium be convened on 14th June 2022 after which all parties involved and the ministry shall proceed with a joint boundary opening to finally resolve the matter.

It should be remembered that this has been tycoon Hamis Kiggundu’s call from day one when the matter came up despite the continued blackmail campaigns to portray the businessman as one fighting Buganda Kingdom and the King yet the matter is between the businessman and Buganda Land Board.

It should be known world over that disputes on land matters are resolved by boundary opening to establish the facts on the land in question. This was very evident in the Uganda – Kenya issue of Migingo Island where boundary opening established the facts that helped resolve the controversy between the two nations. Similarly, boundary opening is the solution to the standing issue between Buganda Land Board and businessman Hamis Kiggundu on the Kigo Land.

One would wonder why an institution like BLB would continue opposing the boundary opening survey exercise to establish the facts and separate the mailo land from Public Land in this case.
